Print format--nine to a page
I've printed Magic: the Gathering proxies and to get nine to an 8.5x11 sheet I had to scale down the cards a little bit. Maybe nine-to-a-page has already been done (?), but the pdf I downloaded has only six cards to a page.
If you want to put the cards in sleeves, you could scale down to Yu-Gi-Oh dimensions and use those sleeves.
For these I'll use stout paper in sleeves sized for M:tG (no glue; just swap out the photo paper if you're short on sleeves).
The card backs can be solid colors; easy to differentiate people's decks that way. Poor man's version of Ultra-Pro opaque colored sleeves (basic, thin card sleeves are cheap).
